We received several of your calls today regarding the contacts that the State has been making regarding the layoffs. They are giving you a 24 hour turnaround on submitting a final opportunity and the opportunities are not the same as what was given and awarded to staff that were properly advised of their layoff.
We need to back track a little here and tell you that over 30 appeals were submitted in San Bernardino County. Some of the BU6 members should not have been laid-off due to their seniority score, that means that some people that originally received options in the county will now be affected. The seniority score that was used in all of these cases was from August 1st, 2012. The lowest score to remain Permanent Full Time (PFT) is 72 points and for Permanent Interment Correctional Officer (PICO) it is 64 points. The State must now give the BU6 employees that are being laid-off a thirty day notice of layoff.
If you received the final opportunity bid sheet and are now being told that you are affected in this wave, we would suggest the following.
1) If you intend to maintain your employment as a correctional officer, fill out the bid sheet and select all of the opportunities that you are willing to live with if you are successful in your bid.
2) Place on your bid form that you are selecting the opportunities that are listed on this list but you are not waving your rights to appeal based on the states failure to list all of the opportunities that were afforded other BU6 employees that were noticed properly on the final opportunity bid sheet.
3) Contact CCPOA to file the appeal. CCPOA can only address those BU6 members that contact them personally.
Your appeal may take some time and you may need to report to the awarded institution, so again we caution you to only select what you are willing to take. If you do not report when you are instructed to report, you will be AWOL and separated from service.
CCPOA has a conference call tomorrow with CDCR and this issue will be addressed. When we receive any more information we will forward it to you all as soon as I can get it out. Be assured we are on top of this issue and are aggressively addressing it.
